Cygwin is not a freeware product.  Cygwin is a Free Software project,
covered by the GPL.  http://cygwin.com/license.html has the licensing
terms.

If you are going to be using cygwin to produce commercial applications
you must include the source code to your application and possibly to the
cygwin DLL when you distribute the product.  If this is unacceptable
then, yes, you do have to pay for alternate licensing.  The link "Red
Hat Cygwin Product" at http://cygwin.com/ has details on who to contact
if you want that.
