It should've.  Whoever/Whatever is generating the setup.hint file for perl
has been generating *erroneous* setup.hint files.  A workaround is to grab a
previous version known not to break dependencies and install it via setup or
manually.

This behaviour of cygwin perl has been around for several weeks now.
