This is a problem with the Octave installer.  You should report the problem
to them.  They should not install their cygwin1.dll if there's a newer one
already installed.

For now, just remove the one installed by Octave.  If you're still having
problems, report the specifics here (see <http://cygwin.com/problems.html>)
and someone here will try to determine whether this is a Cygwin issue or 
something you need to take up with the Octave folks.
