It's known that setup occasionally miscalculates the dependencies in some
cases. Whether that's what's happening here is unclear.

Probably a bug.

Heh, ok, well, let me try to be a bit more helpful. It'll most likely be
one of two things: either a bug in setup's dependency calculation routines,
OR there's something wrong with the app packaging file (do I mean
'setup.hint'?) that means setup isn't correctly even reading the
dependencies.
