When issuing the perl command, yes.
BTW, this happens also with cygwin-1.5.5 in the same way:
$ uname -r
1.5.5(0.94/3/2)
gerrit@ismene ~
$ perl -we'use Fcntl; use DB_File; tie %h, "DB_File", "bugaboo",O_RDWR()|O_CREAT(), 0666 or die "error: $!"'
Name "main::h" used only once: possible typo at -e line 1.
error: No such file or directory at -e line 1.
$ ls *bugaboo*
__db.bugaboo
