c++ std::locale does not work

This stdc++ object...
std::locale loc("djj%%4343");
...does construct well. But it should not. It should throw an exception
like described in Stroustrup.
The arguments "de_DE", "fr" or "deutsch" do not have any effect. Is this
part of cygwin's stdc++ lib not implemented, yet?
