And what does this question have to do with Cygwin?  The console is a
Windows program, and the fact that it's running a Cygwin program (e.g.,
bash) is incidental.  I suggest searching MSDN instead.

Alternatively, you can use "rxvt", which has keyboard bindings for
scrolling (see "man rxvt", and search the archives for "YODLTAGSTART" if
you encounter a formatting problem).
