I have a binary package of XML::Parser 2.34 available at
http://cygwin-ports.sourceforge.net/ if you need.

Thank you for offer, but I found solution. For some strange reason some programs / compilations are affected by Visual Studio .NET's LIB and INCLUDE environment variables.
