No.

No, it's correct. For instance, I found it on the RCN mirror at
<http://mirrors.rcn.net/pub/sourceware/cygwin/release/gettext/>
Only mirrors listed at <http://cygwin.com/mirrors.html> are "guaranteed"
to have this package.
