No.  It also runs, at least, post install scripts, creates mount points, etc.
If you want to know the details of what "setup.exe" does, you should look at
the code.  See <http://sources.redhat.com/cygwin-apps/setup.html>.  If you're
just interested in discussion on how to install without "setup.exe", you can
browse the archives.  The subject comes up now and then and various folks
have indulged the poster on occasion with suggestions and so forth.
