Another .bashrc Question

Hi,
I have defined a number of alias?s in my .bashrc, and
these do not appear, so I assume that the .bashrc is
not sourced, when I start up cygwin or I log in
remotely. I have made copies of my .bashrc in / and in
/home/user_name/ - but it does not look at either of
them.
I have looked at the FAQ
(http://cygwin.com/faq/faq-nochunks.html#faq.using.bashrc)
In this I could not understand if the ?HOME
environment variable? refers to an environment
variable in cygwin or under Windows. Under cygwin
?echo $HOME? gives /home/user_name - but I don?t have
a HOME variable defined.
Am I missing something in trying to source my
.bashrc.
