First, you should really use a more descriptive subject when posting. It's best to have something that suggests the reason you're looking for help.

If you can't ping the server (on which you haven't provided any
information to the list), then you clearly have a network problem or the
server is down.  You'll need to resolve that issue first.  If, after that,
you're still having problems with Cygwin's SSH, please read and follow the
problem reporting guidelines before you send a follow-up posting.  The
