This is not always enough with <http://cygwin.com/acronyms/#BLODA>. I recommend you try uninstalling as well.

In the shell window from which I started xemacs, I see these messages
when  an external process fails to start from xemacs :

10850 [main] xemacs 7436 child_copy: linked dll data write copy failed,
0x3EB000..0x3EB440, done 0, windows pid 7408, Win32 error 487

I am not too sure what this means. Could this mean that a new build of
xemacs would be required so that xemacs still fits together with the rest of
cygwin ?

You can also try rebasing. Rerun 'setup.exe' and install the "rebase" package. Follow its readme (in '/usr/share/doc/Cygwin') to rebase the Cygwin DLLs you've installed.
