Probably because it is designed to be read by TCL/TK, which (for now) is a
native windows program rather than a full-blown cygwin program, so it
needs the help.  I haven't touched anything in this area of git; you may
be better off asking upstream.

Sounds like the addition of a .gitattributes to mark that file exempt from
whitespace tracking may be worthwhile.
