Yes (although often, the header files are in the corresponding -devel package).


2) Is the standard extension ".la" ('Cygwin\lib' seems to contain a lot of ".la" files).

That's the standard libtool library extension. If you want the compiler-recognized library extension, it is .a for static libraries (same as Linux), and generally .dll for dynamic libraries (not .so).


3) What about 'unavailable' libraries (for example libsndfile). Is it worth trying to download and build them myself - or have they been left out deliberately for other reasons (e.g. incompatibility)?

Usually, if something is not provided, it is because no one has volunteered to port it yet. You are welcome to try building it yourself, and if it works, consider volunteering to contribute it.
