Diffutils is a dependency of csih and csih is a dependency of openssh,
so it should have been installed anyway.  A couple of weeks ago we
encountered some problems with dependency tracking in setup, though.
This problem should eventually be solved in setup, not by band-aiding in
the package dependencies.

The default permissions of /etc/passwd and other files should be right
on a default install, in theory.  They are created at first installation
time.

I don't understand.  Change them and it will run.
