texinfo-4.13-2: a packaging bug?

After the installation of texinfo-4.13-2 I see that in root dir (/), and
in the tarball, that there is a directory called "netrel":

-----------------------------------------------
$ ls -R /netrel
/netrel:
inst

/netrel/inst:
texinfo-4.13-2

/netrel/inst/texinfo-4.13-2:
usr

/netrel/inst/texinfo-4.13-2/usr:
lib

/netrel/inst/texinfo-4.13-2/usr/lib:
texmf

/netrel/inst/texinfo-4.13-2/usr/lib/texmf:
tex

/netrel/inst/texinfo-4.13-2/usr/lib/texmf/tex:
generic texinfo

/netrel/inst/texinfo-4.13-2/usr/lib/texmf/tex/generic:
epsf

/netrel/inst/texinfo-4.13-2/usr/lib/texmf/tex/generic/epsf:
epsf.tex

/netrel/inst/texinfo-4.13-2/usr/lib/texmf/tex/texinfo:
texinfo.tex txi-en.tex txi-it.tex txi-pl.tex txi-sr.tex
txi-cs.tex txi-es.tex txi-nb.tex txi-pt.tex txi-tr.tex
txi-de.tex txi-fr.tex txi-nl.tex txi-ru.tex txi-uk.tex
----------------------------------------------------------------

Is that directory (with all it contains) to be expected?

Cheers, Angelo.
