And failure on this test is already known to be a cygwin1.dll deficiency,
by both the autoconf team and by cgf (who has made progress on improving
pipes for 1.7, but is certainly facing a tough nut to crack).
Fortunately, the workaround is simple (albeit a bit more time-consuming) -
for testsuites created by autoconf, don't try running them in parallel on
cygwin (at least bison, tar, and m4 create testsuites via autoconf) until
pipe handling is improved.
