I just got a new machine with Windows 7 Professional 64bit and did a
clean install of cygwin. I still have the same issue as I have on Vista
64 bit where sending data via rsync or scp will max a processor core per
process while receiving data only uses a few percent.
Is there a chance this is 64 bit related? Corinna tested scp/rsync when
I first reported the issue and had no issues but did not mention whether
it was on 32 or 64 bit windows. I'd really like to figure out what is
going on but I'm not sure where to look next. I'd appreciate it if
someone else with 64 bit Vista or Windows 7 tested as well to see if the
problem is specific to my machines or something more generic.

uname -a of Vista system from when I first reported the issue:
CYGWIN_NT-6.0-WOW64 SAGER9262 1.7.0(0.210/5/3) 2009-06-18 12:51 i686 Cygwin
