Yes, the 1.5 ln(1) had some .exe magic, because cygwin1.dll 1.5 did not
always handle symlinks gracefully if the .exe was not present.

Probably because cygwin 1.7 handles .exe better. I disabled some of the
.exe magic when porting coreutils to 1.7 (perhaps too much, though, based
on reports of cp not doing enough .exe magic).
