Are you sure PATH is the same in bash 3 and 4? You only showed the
PATH from bash 4.
Just out of curiosity, what does
perl -e 'print $^X'
print in those two situations? Also, try running
for i in $(echo $PATH | sed -r -e "s/:/ /g"); do ls -l $i/perl; done
in both shells.
