Then something is seriously wrong (assuming you didn't just include the
quote mark when you tried it in your browser).

No.  setup.exe really can't use any cygwin programs or it wouldn't
be able to bootstrap a cygwin installation.

But, then, does "cygcheck /bin/wget.exe" show any missing DLLs?  That
could be the cause of non-response from wget.
