Sounds like a symptom of <http://cygwin.com/acronyms/#BLODA> to me. You also have an old installation hanging around in "d:\cygwin_old". Try removing that and then reinstalling. Your installation is not complete because of either BLODA or the other Cygwin installation. Unless it's something else causing the problem. ;-)
