Ouch.  Wrong on both accounts.  Either "C.UTF-8, or "C.utf-8", or
"C.utf8", or "en_US.UTF-8" or "en_US.utf-8" or "en_US.utf8".  Dash yes,
underscore no.  The territory must be written in uppercase.
