I'm not but there's various references to it it the web about it being requires for Emacs. eg. http://blog.arithm.com/2007/12/01/killing-cygwin-emacs/ I hope that these references are outdated with Cygwin 1.7?

This is still the case: emacs does not work well in the console unless CYGWIN=tty is set. But I don't see this as a reason to keep the CYGWIN=tty mode for the console. I see it as a reason for emacs users to use a different terminal emulator, such as mintty.
