Yes, this is the wild verison. ConTeXt changes very rapidly and I
fancy following and testing those changes. Thanks to cygwin for
allowing me to do that.
The attempted command which ends in an error is:

texexec -o pdf 659-water-stations.tex

This results in: "PANIC: unprotected error in call to Lua API
(zlib library version does not match -
header: 1.2.5, library: 1.2.7)"

However /usr/include/zlib.h is for version 1.2.7, not the 1.2.5
mentioned in the error message.

This is probably not relevant. The TeX Live binaries that you're using should have been linked statically against zlib-1.2.7, which was provided in the TeX Live source tree.

Since you're not using Cygwin's TeX Live, this discussion probably belongs on the TeX Live mailing list. But let's try a couple of simple things before moving there. Please send (as attachments)

(a) a minimal tex file that exhibits the problem

and

(b) cygcheck output as requested at http://cygwin.com/problems.html.

Make sure that the cygcheck output shows your PATH as it was when you had the problem, or else send the PATH separately. It might also help for you to search your system and make sure you don't have the older zlib.h anywhere, though I'm not sure that's relevant.
