I'm not sure what you mean by "without Gtk".  Do you want some other X 
toolkit, such as Lucid or Motif?  Or no X toolkit?  What would be the 
advantage of that?  The emacs build uses Gtk by default, so I would need 
a good reason to do something different on Cygwin.
