setup-x86.exe version 2.830 fails with "mount access denied"

I have been using Cygwin on my Windows 2000 system since 2007.  My most 
recent successful update was done on March 7, 2013, using setup version 
2.774.  Today I decided to do an update, and following my previous 
procedure first downloaded the most recent version of setup from 
cygwin.com.  This was setup-x86.exe, version 2.830 (32 bit).  When I ran 
this, it found quite a few packages that needed updating and the 
download of these completed successfully.  However, after the downloads 
completed setup-x86.exe failed with a pop-up window that contains "Mount 
access denied".

As per your instructions, I have attached the output of "cygcheck -s -v 
-r".
