"No more processes" ... "i == 0 failed"


I see "No More Processes" occasionally when I have several
windows open (but not egregiously many).  Closing the chrome
browser usually makes the problem go away, but I wonder if
I have a parameter set wrong.

Yesterday, things got worse.  I couldn't run vim until I closed
chrome.  Vim was giving me the message:
> assertion "i == 0" failed: file "/home/corinna/src/cygwin/cygwin-1.7.15/cygwin-1.7.15
> 1/src/cygwin-1.7.15/winsup/cygwin/pinfo.cc", line 320,
> function: void pinfo::init(pid_t, DWORD, void*)
> Abort (core dumped)

Any hints?
