No, unfortunately that won't work. Surprisingly I can't find this in the
Cygwin FAQ, but right on the home page of cygwin.com, it says:
Cygwin is not:
* a way to run native Linux apps on Windows. You must rebuild your
application from source if you want it to run on Windows.
