If you'd search for that error message, you'd quickly find that your Cygwin
DLL needs updating to work on later Windows versions.  That update happened
_years_ ago.

Binary distribution of the Cygwin DLL without the sources to build that
exact version is a license violation and hence a no-no.  Plus, as you just
found out, it doesn't work the way you think it works anyway.
