Unfortunately, I don't have any good ideas besides hacking cmake to
remove the -isystem calls, or contacting gcc-help directly.

Workaround below:

IDR=/usr/x86_64-w64-mingw32/sys-root/mingw/include
cmake -DCMAKE_CXX_IMPLICIT_INCLUDE_DIRECTORIES="$IDR"
