You can't suppress that warning. Well, not in Jade anyway. Maybe you
can in OpenJade. Or maybe it's not a warning in OpenJade, I haven't
tried.

Do you have actual tools that use DTDDECL? If not, you can just delete
the DTDDECL catalog entries.
