No, you have to write \U-hex1;\U-hex2;\U-hex3;, etc. I was/am going
to write a perl script to do the conversion based on what's in
http://www.oasis-open.org/docbook/xml/4.1.2/ent/iso-cyr1.ent, but I
don't know when I'll get to it (this week is going to be bad).
