I am using onsgmls (part of the openjade distribution (see
http://openjade.sourceforge.net ) and don't get this error. I'm not sure if
jade/sp supports XML.

You need to add xml.dcl
Try:
nsgmls -sv \path-to-docbok\dtds\decls\xml.dcl seantest.sgm
