I'm amazed no one ever noticed this bug before. Please report it
at http://sourceforge.net/projects/docbook/
I don't know if it's going to be possible to make this work or not,
but it's worth a closer look.
(If anyone wants to take a closer look, what has to be done is modify
the verbatim-line-by-line function so that it "expands" references to
external files.)
