Answering my own questions...

Putting the copyright in the footer was a simple matter of adding a
<copyright> section to the <slidesinfo> part at the beginning.
Creating sections as seen in the navigation bar of the frames view at:
http://nwalsh.com/docs/tutorials/xsltuk2001/frames/
is done through using the <section> element. As in:
<section>
<title>Background</title>
<foil>
<title>First slide</title>
<para>
</para>
</foil>
<foil>
...
</foil>
</section>
Getting the conference and other info on there is done in markup
through a <confgroup> element as seen in the example on (where the
<copyright> element is also visible):
http://nwalsh.com/docs/tutorials/winwriters2001/docbook/foil12.html
BUT... (per Norm) the current public version of his Slides doctype
doesn't yet support the <confgroup> element... so it doesn't work
right now. (And won't until either Norm can find the time to release
his next version or someone else hacks the XSL.)
That's the update... to me, this is *very* cool!
