Well... libxslt can be used with XSL stylesheets to generate 
Formatting Objects (FO). You still need something to then take the FO
and convert it to PDF.  The only tool I've really seen mentioned at
the moment is FOP from the Apache project (http://xml.apache.org/ )
(Xalan, Saxon and XT can, like libxslt, generate FO. At the moment, though,
none of those can go directly to PDF. You need something else that can
take FO and convert it to your desired print output format.)

Since my Java environment is currently not functioning correctly, I've
been unable to test FOP, so I don't know how it would work with libxslt output.
But... I don't see any reason why it wouldn't.
