Try to solve the issue the right way: XML is XML -- no need to preserve
editor related bits.  Put a filter in between and you're done (Emacs
in batch mode plus psgml could do the job):

    Editor -> Emacs/psgml -> CVS

AFAIK, CVS provides hooks to plugin commit scripts or filters.
