DSSSL + openjade + pdfjadetex is arguably the most stable
XSL + passivetex might be better than fop.

Both these solutions also require a reasonably comprehensive LaTeX
installation.
DSSSL + openjade + openoffice/msword/whatever to postscript/pdf via RTF
might be a solution if you don't want LaTeX....
