I've been trying to get an application to write documents in Docbook, and to produce html, tex and rtf from those docbook documents. My sabbatical is over, so I have to leave it at this point, but I've summarized my experiences in:

Well nothing can be said better as I have many times struggled with the
problems you have encountered as I am writing Turkish with UTF-8. Yes
HTML is utf-8 by no problem. I have managed to get PDF via Apache Fop
using truetype fonts ( as long as I do not want PDFbookmarks and with
Docbook XSL Stylesheets 1.53.0 only single sided).

PassiveTeX/XMLTeX is for those who know TeX and can handle the error
messages. For me objective is to get a printout within a
reasonable time with reasonable efforts. I don't think I need to be
mechanic just to drive the car.
