My reading of the FO stylesheets (up through 1.54.1)
says that they simply don't generate TOCs in sections.
The 'generate.section.toc.level' parameter is
commented out in fo/param.xml. So is the call
to the template 'section.toc' in the fo/toc.xsl
stylesheet file. It is commented out because
the 'section.toc' template is not defined anywhere in
the fo stylesheets. It is possible that this is
a planned but unfinished feature of the FO stylesheets.
