The problem with CSS is not as much as as having support on all browsers but
that not all browsers support the same subset of CSS in the same way (Yay
for Microsoft and Netscape).

This means that as document engineer I'd have to learn not only CSS but also
all the incompatible ways in which CSS is supprted across IE4, Netscape 4
and Opera for example.

If folks here think that's the way to go I'd agree (I do most of my web
design with CSS). You just need to be careful not to break all the existing
documents for people using older browsers.
