I filed this as bug #15936 against FOP, and can be viewed here:

It was fixed just this week (how's that for service?) but has not made it
into a release yet. :-( Basically, there was a problem with leader expansion
(i.e. "the dots between the section title and the page number") where it
forced the inter-word spacing to a minimum value, making it appear that
there are no spaces between words. There _are_ spaces--they're just
_really_ small ones.
FOP 0.20.4rc does not have the problem, so you may want to consider going
back to that.
