That depends on what you are trying to achieve.

The default of 'maybe' allows to define draft-mode on a per-element
base, using the standard docbook attribute 'status="draft"' to
indicate draft mode.

IMHO the cleanest solution is to keep the watermark-image prepared,
just in case, and let the docbook source tell which parts of it are
finished and which are drafts.
