Yes, I hinted to the xpointer() scheme draft

Is it possible to state something in general terms (suitable for docbook-aps
rather than xml-dev) about what goes on? Pointing at document fragments is a
fairly basic thing; are we -- eventually -- to expect conceptually coherent
framework?

XPointer depends on XPath 1.0, not XPath 2.0. It will not be upgraded 
to support XPath 2.0. Therefore it will not have all the PSVI 
problems you mention.

No, it doesn't, if by XPointer you mean the XPointer() scheme which
is "stuck" at Working Draft (and unlikely to become unstuck).
