Yes, FOP is known to work with those versions.
It does generate a lot of noise about features it does not yet
support, but you should get a PDF file as output.

In your case, it sounds like the input document may have
a problem.  Does it validate?  Have you tried processing
any of the documents included in the docsrc directory of
the distribution?  Those would at least tell you if the tools
are working.

If your document validates and the other documents process
without error, then you may have encountered a bug in
the stylesheets.
