Yes, the FO is exactly the same case. The only difference is that HTML 
is rendered by web-browser and FO with FO processor. Both web-webbrowser 
and FO processor doesn't know anything about input XML document and 
stylesheets used for conversion.

But if you want make FO selfcontained, you can use data URL schema and 
put graphics directly into FO file. But for doing this you will need 
write extension function for your XSLT processor that will be able to 
get binary file from filesystem (file with image) and base64 encode it 
and return it to stylesheets.
