Using XHTML 1.1 is not good idea because:


1) it must be labelled as MIME type text/xml, application/xml or application/xhtml+xml per specification

2a) XML parser in IE chokes on XHTML DTD when page is served as text/xml

2b) IE doesn't render page when it is sent as application/*, in this case IE offers saving to file

Pragmatical approach is to use XHTML 1.0 that can be labelled as text/html when HTML compatibility mode is used.

5. The only DIV to be created inside the main content will be for
admonitions, sidebar and highlights.

Why? That way you will not be able to control rendering of whole section or titlepage for example. Current stylesheets wrap these structures inside <div class="section"> or <div class="titlepage"> respectively.
