To go from DocBook to FrameMaker, there's the (not cheap) special version of
FrameMaker called FrameMaker+SGML comes with *some* built-in DocBook
support. It's a sample FM+SGML app, in which "app" means a prepared
combination of the files necessary to automatically read documents of a
particular SGML doctype into FM where they are automatically laid out. It
uses an older version of DocBook and it's not complete, but it's a good
start.
To go the other way, you'll want to do it via MIF files, which are like the
RTF of FrameMaker. I believe there's some code to parse MIF somewhere in the
OmniMark world, which would provide a good start.
